Andrei Tsarikovsky
Graduated from St. Petersburg Engineering Economic Academy in industrial management.
1995: Assistant Deputy of the St. Petersburg Legislative Assembly. One year later, became chief of staff of Snior Deputy Governor of St. Petersburg, also Chairman of the Finance Committee of St. Petersburg. A number of laws and government acts on state finance management have been drawn up under his supervision.
1999–2004: Director of RnD and Executive Director of the centre for economic and political research Epicenter-St. Petersburg. Authored a number of initiatives in the State Duma of the Russian Federation on economics, finance, taxation and antimonopoly policy.
Since 2004: deputy head of the Federal Antimonopoly Service, official secretary of the FAS.
Member of the Government Committee on legislature, Government Committee on economic development and integration, military industrial committee under the Government of the Russian Federation.
Takes an active part in international cooperation in the field of antimonopoly policy, unfair business practices, state regulation of natural monopolies and control of state acquisitions.
Supervises international cooperation projects within FAS, such as BRICS events and International Competition Network events.
Recipient of the Friendship Order, Honorary Diploma of the Government of the Russian Federation, 4th degree Merit of the Motherland Award.
Heads the board of trustees of the FAS Educational centre in Kazan.
Mr. Tsarikovsky is head of department Professor of the department of state and municipal acquisitions management at the Higher School of Economics.
He has published 30 articles, including 12 on economics and budget policy.
