Born on July 4, 1974 in Dushanbe.
In 1999 and 2004 graduated from Russian Presidential Academy of National Economy and Public Administration, majoring in Economics and Management.
In 2001, 2003, 2008, 2009 completed additional courses in Russian Presidential Academy of National Economy and Public Administration and in Far East Academy of Public Service.
In 2000 received a certificate of merit from Magadan Bank (affiliate of Sberbank). In 2014 and 2015 received certificates of merit from Russian Agricultural.

Between 2005 and 2010 held the position of executive manager in Kamchatka Office of Sberbank; 2010–2012 in Novgorod Office of Sberbank. August 2012–December 2012 – Managing Director at Zolotaya Niva. 2012–2014 – director in Novgorod Office of Russian Agricultural Bank.

Starting from November 2014 till present Maxim Malkov is the Director of Small and Medium Business Department, Russian Agricultural Bank.

Married, with three children.
