State Duma supports the expansion of possibilities to provide property support for SMEs
The Committee of the State Duma for Economic Policy, Innovative Development and Enterprise has recommended that the lower chamber of parliament approve in the first reading a draft bill proposed by a group of MPs and aimed at the expansion of possibilities for systemic property support for small and medium enterprises (SMEs).
There is a conflict in the existing legislation between the possibility of introducing reduced rents for certain categories of SMEs on the one hand and the mandatory valuation of lease rights on the other. This conflict results in inconsistent application of the law.
The draft bill proposes to eliminate this collision by establishing that the amount of rent for any state- all municipal-owned property leased to SMEs must be determined in accordance with regulations adopted by the Government of the Russian Federation, subjects of the Russian Federation or local self-government authorities.
This would allow state and local self-government authorities acting as owners of state or municipal property to set the rents at their discretion when signing new leases, including renewals.
