On June 15, in St. Petersburg, within the scope of SPIEF 2016, the second Russian Small and Medium-Sized Enterprises Forum was held. The Forum’s co-organizer was the All-Russian Non-Governmental Organization OPORA Russia.
The organizers of the event were the Roscongress Foundation and the All-Russian Non-Governmental Organization OPORA Russia, and its partner was Federal Corporation for the Developmentof Small and Medium-Sized Businesses.

Russia’s Prime Minister Dmitry Medvedev has instructed the Ministry of Industry and Trade, the Ministry of Energy, the Ministry of Agriculture, the Ministry of Communications and Mass Media and the Ministry of Economic Development to present proposals to the Russian Government concerning the deepening of small and medium business’ involvement in import substitution. This is one of resolutions on a list posted on the Government’s website following a meeting of the governmental commission on import substitution.

The government has been discussing for months the need to improve the conditions for small and medium enterprises (SMEs) and their access to public contracts. In a report to the State Duma, the Prime Minister Dmitry Medvedev said that efforts to expand the small and medium businesses’ access to federal and municipal procurement must be continued, because today contracts are often only available to well-connected companies, while auctions and tenders are held for show.
